I totally think it it would work for a classic prom ensemble. The addition of a petticoat is a great starting point and I think paired with some glitzy heels, like the Cinnamon Scones Heel in Sugar will immediately add the formal touch you are going for. Hi there! The Cast Party Hopping Dress is so lovely. :) Because your version of this style has a bit more of a sleeve, it makes it even more convenient for winter layering!
